The Importer or the person importing the goods should directly contact the Customs House Agent (CHA) or the Indian Customs Service (Customs) in the case of imported goods. – The Importer or the person importing the goods could also contact the courier company or freight forwarder. The courier company or the freight forwarders normally have their own customs agents that deal with the customs authorities on their behalf.

No one will be penalized. It’s the courier company who will have to bear the loss. It’s the responsibility of the courier company to deliver the goods. So they treat the package as ‘lost’ or ‘damaged’. In such cases, the courier company has to pay the full amount to the customer.
